How to choose a contract terminal operating partner

A terminal operating agreement needs to describe what happens on an ordinary shift and who takes responsibility when the plan changes. Before comparing proposals, make the scope clear enough that each team is planning the same work.

Start with the work, not the headcount

Describe the commodities, transfer modes, equipment, operating hours, and handoffs to carriers or customers. A complete facility operating contract is a different assignment from covering a loading shift.

Ask where responsibility starts and stops. Who owns dispatch coordination? Who manages an equipment outage? Who reconciles the shift records? A proposal should make those boundaries visible.

Ask how the workforce is supported

Staffing includes shift coverage, relief coverage, initial training, and task competency. Establish who supervisors call when an issue falls outside the normal work instructions. Ask for an explanation of the process and the records used to support it, rather than relying on broad assurances.

Separate maintenance responsibility from reporting

An operator may identify a problem without having authority to approve its repair. Agree who maintains the equipment register, plans recurring work, engages service providers, and approves expenditure. Include how unresolved defects reach the asset owner and how completed work is documented.

Ask for a sample reporting format with confidential details removed. It should show what needs attention and who owns the next step.

Decide what good reporting looks like

Choose measures that support decisions: operating availability, transfer exceptions, maintenance status, and completeness of movement records. Define how figures are produced and reviewed so reports can be compared consistently over time.

Technology can make information easier to collect and review. A named person still needs to investigate discrepancies and close actions.

Plan the transition before the first shift

Discuss access, records, equipment condition, training, and open work before the team takes over. Identify who accepts the handover. Our commissioning handover questions offer a starting point for that conversation.

Bring us the operating brief

These are procurement discussion questions, not a substitute for a site-specific operating agreement or technical review.
